Subject: [RFC PATCH for-faizal 1/4] selftests: net: forwarding: allow veth pairs to be created with multiple queues

For tc-taprio testing on veth, the veth pairs must have multiple TX
queues. Allow certain tests to provide VETH_OPTS="numtxqueues 8 numrxqueues 8",
while keeping the default unchanged.
