 genphy_c45_ethtool_[get|set]_eee to use EEE linkmode bitmaps

Change genphy_c45_ethtool_[get|set]_eee to use EEE linkmode bitmaps.
This is a prerequisite for adding support for EEE modes beyond bit 31.
