Subject: [PATCH v2 net-next] net: atlantic: convert EEE handling to use
 linkmode bitmaps

Convert EEE handling to use linkmode bitmaps. This prepares for
removing the legacy bitmaps from struct ethtool_keee.
No functional change intended.
