Subject: [PATCH net-next 02/13] ipv6: prepare inet6_fill_ifla6_attrs() for RCU

We want to no longer hold RTNL while calling inet6_fill_ifla6_attrs()
in the future. Add needed READ_ONCE()/WRITE_ONCE() annotations.
