I am not sure what your intent is, but this seems wrong to me.
Some valid setup use :
A bonding device, with HTB qdisc (or other qdisc)
(This also could be a tunnel device with a qdisc)
-> one or multiple physical NIC, wth FQ or other qdisc.
Packets would be dropped here when we try to reach the physical device.
