Subject: [PATCH net-next 0/2] tcp: tcp_v4_err() changes

First patch fixes a bug in tcp_v4_err().

Fixing this old bug allows us to bring back a patch
that we had to revert. Hopefully linux TCP can better
meet RFC 1122 requirements.
