Subject: [PATCH rdma-next 2/3] RDMA/bnxt_re: Enhance RoCE SRIOV resource configuration design

Refine RoCE SRIOV resource configuration design,
using the INITIALIZE_FW's flag as an indication
for the new design to the firmware. RoCE driver does not
have to provision resources to VF when firmware
advertises support for RoCE resource management by NIC driver.
