Subject: [PATCH v10 02/26] sfc: add basic cxl initialization

Create a cxl_memdev_state with CXL_DEVTYPE_DEVMEM, aka CXL Type2 memory
device.
Make sfc CXL initialization dependent on kernel CXL configuration.
