I do not think you shared a pcap with us ?
Make sure to not force too small SO_RCVBUF values, because too small
values are not very well supported.
Even if we 'fixed' linux, performance would be extremely bad.
This is a random guess, based on the known 'issues' some folks have
with 'TCP stack'
