Subject: [PATCH net-next 10/14] ionic: convert to ndo_hwtstamp API
Convert driver to use .ndo_hwtstamp_get()/.ndo_hwtstamp_set() callbacks.
ionic_eth_ioctl() becomes empty, remove it.
