Subject: [PATCH net-next 06/10] octeontx2-pf: switch: Register for notifier chains.

Switchdev flow table needs information on 5tuple information
to mangle/to find egress ports etc. PF driver registers for fdb/fib/netdev
notifier chains to listen to events. These events are parsed and sent
to switchdev HW through mbox events.
