Subject: [PATCH net-next] tcp: move tcp_stream_memory_free() to tcp.c

Moving tcp_stream_memory_free() to tcp.c allows the compiler
to (auto)inline it from tcp_poll() and tcp_sendmsg_locked()
for better performance.
