Subject: [PATCH v2 4/7] mtip32xx: misc changes

* Handle the interrupt completion of polled internal commands
* Do not check remove pending flag for standby command
* On rebuild failure,
    - set corresponding bit dd_flag
    - do not send standby command
* Free ida index in remove path
