If I read the article correctly, it also mentioned he was a US citizen,
and so should be aforded the rights of such. This does not sound like
lawful detainment here....

Cool, and how often does that suceed? I'm sure all those japanese
detained during WWII would like to be recompensated. How many local
governments have you sued, successfully, let along a state of the federal
government?
