ReactOS is a clone of Windows NT/2000/XP, not of 9x/ME. ReactOS is one
option for someone migrating away from Windows 9x, but it's just as
different from 9x as is NT/2000/XP. It will run Windows 9x programs,
as will NT/2000/XP--but it is not a natural replacement for Windows
9x. One would probably have better luck migrating to a Linux distro
and running 9x programs with Wine (which shares a lot of code with
ReactOS, and which has a very mature codebase for executing Win3.x and
Win9x programs). There are lots of stable Linux distributions and Wine
is stable--ReactOS is not, yet.
