The problem with backdoors is they can be abused.  What do you do
if you give the NSA a shell, the Bad Guys abuse it, and it ends up with
the US in a non-primary position of power?

(CALEA taps are *widely* exploited by the bad guys.  Why would
giving the NSA a shell be any different?)
