Yes, Compiler will remove it but this looks ugly and confusing.

Why dont we use like this :-

#ifdef CONFIG_PREEMPT
#include <linux/preempt.h>
#endif

#ifdef CONFIG_PREEMPT
 preempt_disable();
#endif

#ifdef CONFIG_PREEMPT
 preempt_enable();
#endif
