Thank you for your comments.  Hmm, yeah I think so.  It could also
lose the divide:

  scale = get_bitmask_order(sbi->s_blocksize) -
          get_bitmask_order(sbi->s_sys_blocksize);

(or ffs/fls for that matter.)
