Subject: [PATCH] softirq: Fix warnings triggered by netconsole
Consider netconsole case as special in local_bh_enable()/_disable().
This patch skips in_irq() and irqs_disabled() warnings for NETPOLL
configs when it's safe wrt. do_softirq().
