Subject: [PATCH] Fix dmesg_restrict build failure with CONFIG_EMBEDDED=y
 and CONFIG_PRINTK=n

dmesg_restrict is guarded by #ifdef CONFIG_PRINTK in kernel.h
Its uses need to be guarded as well.
