Subject: [PATCH] ARM: Fix spinlock bad magic on disabling nonboot cpu

The init_mm.context.id_lock spinlock is not initialized, which
causes a spinlock bad magic warning when nonboot cpus are disabled,
either through hotplug or during suspend.
