Subject: [PATCH 13/24] MIPS: Move GIC to drivers/irqchip/

Move GIC irqchip support to drivers/irqchip/ and rename the Kconfig
option from IRQ_GIC to MIPS_GIC to avoid confusion with the ARM GIC.
