The patch I ran with included both patches, but I had to modify your patch
to accomodate Linus' vector tracking, I've inlined the complete patch below.

The above kernel log was all kernel messages (no grepping) leading up to the
soft lockup on L1.

irqbalance is running on all VMs/Systems (L0,L1,L2) by default. I'll disable
this and re-test.
