Subject: [PATCH v14 1/4] x86/setup: introduce setup_bultin_cmdline()

This patch introduces the setup_builtin_cmdline() function which appends or
overrides boot_command_line with the builtin_cmdline if CONFIG_CMDLINE_BOOL
is set. We are going to handle earlyprintk earlier than setup_arch() will be
called, so if earlyprintk will be passed through a builtin command line, it
will be handled in a correct way.

There is no functional change.
