Subject: [PATCH v14 2/4] x86/setup: handle builtin command line as early as possible

This patch adds the call of the setup_builtin_cmdline to
handle builtin command line before we will setup earlyprintk.
The earlyprintk command line option can be passed through the
builtin command line, so we'll handle it before the
setup_earlyprintk_console() will be called.
