That is incredibly unfortunate. It effectively renders the firmware
non-updateable when using Xen.

I meant within Dom0.
Presumably Dom0 calls HYPERVISOR_sched_op(xen_restart,), and doesn't
ever call PSCI SYSTEM_RESET?
