...and only do this on the last release.

Otherwise a simple 'v4l2-ctl -D' call would turn off the power when it closes its
filehandle, even if another process is streaming.

See drivers/media/platform/am437x/am437x-vpfe.c for a good example on how to handle
this (search for v4l2_fh_is_singular).
