Subject: [PATCH 4/8] irqchip/qeic: move qeic driver from drivers/soc/fsl/qe

move the driver from drivers/soc/fsl/qe to drivers/irqchip,
merge qe_ic.h and qe_ic.c into irq-qeic.c.
