One sequence that would cause trouble this is:
- { PSR.I = 1, PMR = unmasked }
- flags = local_irq_save()
- local_daif_unmask()
- // do stuff
- local_irq_disable()
- // do stuff
- local_irq_restore(flags)

However, local_daif_unmask() is not called anywhere currently. So I am 
tempted to remove it as the function become a bit of a casualty waiting 
to happen once we start having PMR.
