Can we allow to writeback fs metadata (NAT/SIT/SSA) in prior to checkpoint
to mitigate IO stress of checkpoint?

Maybe below conditions can be consider to trigger writebacking:
a) dirty count of meta (NAT/SIT/SSA) exceeds threshold
b) exceed time threshold
