Subject: [PATCH] ARC: fix memory nodes topology in case of highmem enabled

Tweak generic node topology in case of CONFIG_HIGHMEM enabled to
prioritize allocations from ZONE_HIGHMEM to avoid ZONE_NORMAL
pressure.
