Subject: [PATCH 19/28] ata: move sata_link_hardreset() to libata-core-sata.c

* move sata_link_hardreset() to libata-core-sata.c

* add static inline for CONFIG_SATA_HOST=n case

* make sata_set_spd_needed() static

Code size savings on m68k arch using atari_defconfig:
