It appear that its fixed on recent systemd, I tried at least starting 
from v239 this is fixed. I didn't tried earlier releases as they are 
painful to build.

To me that doesn't means that the ratelimited printing have no interest 
for all existing systems unless we weren't at least two reporting this ;)
