We are creating only one RISC-V INTC irq_domain for the DT node
belonging to the boot CPU.
This becomes a problem for multiple PLIC instances because the
interrupts-extended property of the PLIC DT node only points to a
subset of HARTs.
Let me know if you have any other suggestion.
