I think you're missing logic to ensure the permission bitmap get's set
properly. I hope I understand your change correct, but if userspace
clears a bit in the allow list (like in the selftest you wrote), you'd
expect that MSR to be sent to userspace for processing. If the bit in
the permission bitmap for that same MSR gets cleared for whatever
reason, the guest won't exit to kvm on a rdmsr / wrmsr, and as a
result userspace will not end up being notified the MSR was read from
or written to. To avoid this scenario you'll have to ensure that any
MSR userspace is expecting to encounter also has the bit set in the
permission bitmap.
