irqchip/ocelot: Add support for Jaguar2 platforms

This patch extends irqchip driver for ocelot to be used with an other
vcoreiii base platform: Jaguar2.

Based on a larger patch from Lars Povlsen <lars.povlsen@...rochip.com>
