Subject: [PATCH v2] enetc: auto select PHYLIB and MDIO_DEVRES

FSL_ENETC_MDIO use symbols from PHYLIB (MDIO_BUS) and MDIO_DEVRES,
however there are no dependency specified in Kconfig
