Subject: [PATCH v2 2/4] Watchdog: sp5100_tco: Refactor MMIO base address initialization

Move existing MMIO reservation and mapping code into helper functions. The
move locates related MMIO code together.

Also, combine MMIO base address and alternate base address discovery.
Combine based on layout type.
