Subject: [PATCH 02/12] RISC-V: add Nuclei SoC Kconfig option
As a CPU core vendor, Nuclei has some "DemoSoCs" that uses Nuclei CPU
cores and modified peripherals from Hummingbird E203.
Add a Kconfig option for this.
