Subject: [PATCH -next] nvmem: sunplus-ocotp: Make symbol 'sp_otp_v0' static

The sparse tool complains as follows:

 symbol 'sp_otp_v0' was not declared. Should it be static?

This symbol is not used outside of sunplus-ocotp.c, so marks it static.
