Not necessarily. We might be in host mode (ID=0) and just not turned on the VBUS regulator (VBUS=0).
Is this to be treated as disconnected?

I'm just pointing out that things won't function anymore like the below code you had earlier
as you have decoupled id_state from vbus_state.

Now you are setting connect independently of ID. i.e. connect = vbus_state.
