This should be treated as disconnected state right? Since the device is
not essentially connected to host and only after VBUS is supplied from
the host, the device starts to enumerate.
The controller will move to host mode but the devices will not get
enumerated. The device will get enumerated only after we supply VBUS and
this event will be registered and mode valid bit will be set.
