Subject: [PATCH] blk-cgroup: Remove unnecessary rcu_read_lock/unlock()

spin_lock_irq/spin_unlock_irq contains preempt_disable/enable().
Which can serve as RCU read-side critical region, so remove
rcu_read_lock/unlock().
