Not only 8-space indentation, but also:
- config_filename does not exist
- $(SYSTEM_BLACKLIST_HASH_LIST_SRCPREFIX) is always empty
- $(SYSTEM_BLACKLIST_HASH_LIST_FILENAME) is always empty
