Subject: [RFC 4/6] iommu/dma: Prepare for multiple flush queue implementations

The dma-iommu currently only supports a per CPU, highly parallelized
flush queue that depends on relatively cheap global flushes. Especially
in virtualized environments these assumptions may not hold true which in
the past lead to the need to resort to strict mode. Instead prepare the
dma-iommu code for alternative flushing schemes that optimize for
different needs.
