Subject: [PATCH 05/10] genwqe: Fix MAX_ORDER usage

MAX_ORDER is not inclusive: the maximum allocation order buddy allocator
can deliver is MAX_ORDER-1.

Fix MAX_ORDER usage in genwqe driver.
