Subject: [PATCH] Documentation: PM: Fix runtime_pm.rst markdown syntax

The '7. Generic subsystem callbacks' should be
a section title, but the markdown syntax now is wrong to show
this as expected. Fix it so we can to link the chapter
at docs.kernel.org correctly.
