Ideally register/command/field names should be sufficient for their meaning
to be obvious without needing to check the comments. In this case I think
it is, so the comment is unnecessary. Excess comments tend to be things that
get out of date or left in the wrong place when code gets reorganized so
we generally like to keep only the ones that convey substantial meaning.
