Yes. It's the standard C version of BUILD_BUG_ON().
It can be used in all contexts, in contrast to BUILD_BUG_ON) and is
already widely used within the tree.

The goal is to make sure that additions to "enum ec_led_id" do not
inadvertedly lead to out-of-bounds accesses in those arrays.
