Subject: [PATCH -next v4 10/19] arm64: entry: preempt_schedule_irq() only if PREEMPTION enabled

Whether PREEMPT_DYNAMIC enabled or not, PREEMPTION should
be enabled to allow reschedule after an interrupt.
